IT IS A MYSTERY

All I know is that FATAL (and I had to fucking read part of the thing to get this information) has stats rated on a scale of 1-199. -4 STR is meaningless on that sort of scale. Furthermore it noted that this gives men 100 average STR when for REALISM they should have 113, but that there's a +13 modifier for guys somewhere. I haven't been able to find the precise modifier because the book was laid out (and indeed written and published) by a goddamn maniac. -Destro
